HCS SCS SB 617 -- ENTERPRISE ZONES SPONSOR: Steelman (Rizzo) COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Commerce and Economic Development by a vote of 22 to 0. This substitute allows any employee of a new SIC 3751 business facility (e.g., Harley-Davidson) located in an enterprise zone to be considered a resident of the enterprise zone, even if he or she eventually moves out of the enterprise zone, as long as the following conditions are met: (1) The employee was a resident of the enterprise zone at the time of becoming employed by the new SIC 3751 business; (2) The employee continued to live in the enterprise zone for at least 90 days after becoming employed by the business; (3) The employee continues to work for the business; and (4) The employee continues to reside in the state of Missouri. The substitute also: (1) Expands the definition of a "revenue-producing enterprise" to include hotel and motel activities in the city of Salem; and (2) States that hotel and motel activities in the city of Salem will not be eligible for state enterprise zone tax credits but will be eligible for the real property improvements exemption, regardless of the number of new jobs created or maintained. FISCAL NOTE: Cost to General Revenue Fund of $0 to $200,000 in FY 2002, FY 2003, and FY 2004. PROPONENTS: Supporters say that the bill is needed for economic development activities in the city of Salem as well as the county of Dent.
